RE: ICE PLANT REFRIGERATION EVALUATION

Background

A full evaluation of the Ice Plant refrigeration system must be performed in order to plan needed safety improvements. New technology in the field of refrigeration could benefit the Port’s enterprise by increasing the efficiency for ice production. Our goal for this evaluation is to come up with ways to lower our operating costs, increase the level of reliability and ensure overall safe operations.

The Port’s Fish Dock Supervisor George Tyrer has researched possible businesses to perform the evaluation and contacted Seattle Refrigeration Co., based in Seattle, WA. The cost for the evaluation is $4,500. The information gained from this evaluation will aide staff in prioritizing repairs and maintenance, and in locating possible granting sources. This sole source contract is justified due to the fact that Seattle Refrigeration is the company who designed and installed the components when the Ice plant was originally built. Valuble time will be saved by using Seattle Refrigeration’s institutional knowledge for this first step assessment of the City of Homer’s Ice Plant.

Recommendation
City Council to approve the appropriation of funds from the Port and Harbor Reserves in the amount of $4,500 for the purpose of contracting with Seattle Refrigeration Co. for this evaluation.
