City Hall Renovation and Expansion Project evaluation committee has completed its scoring of the RFP and conducted interviews with the top firms. Steiner’s North Star Construction, Inc was invited to submit a final fee proposal. That fee proposal was received on January 14. The committee met on January 17 and recommended that Steiner’s North Star Construction, Inc. be awarded the GC/CM contract for the above referenced project.

Steiner’s North Star Construction, Inc. has been notified that the City Council, on Monday, January 24, will act on the evaluation committee’s recommendations. These recommendations include authorization for the City Manager to enter into negotiations with Steiner’s North Star Construction, Inc. and their design team; to execute the required Pre-Construction Services Agreements; and to finalize the scope and cost (MACC) of the project, within the established budget.

The evaluation committee wishes to continue to be involved in the design of this project at important design milestones, as authorized by the City Council.

Detailed scoring and copies of each proposal will not be released until the Pre-Construction Agreement has been signed. If negotiations cannot be successfully completed with Steiner’s North Star Construction, Inc. and the design team, the City will initiate negotiations with the second most qualified proposer.

Recommendation: The City Council award the GC/CM contract for design and construction services for the City Hall Renovation and Expansion Project to Steiner’s North Star Construction, Inc. and authorize the City Manager to enter into negotiations and execute the required Pre-Construction Agreements.
