SUBJECT: DEEP WATER DOCK FENDER REPLACEMENT AWARD & BUDGET CHANGE APPROVAL

In the originally proposed Cruise Ship Head Tax grant budget, the Deep Water Dock fender replacement was prioritized as the most important of the projects. In the design phase of the project, we found that replacing all the fenders may exceed the original budget, thus we put together an alternative plan in the bid. The first item in the base bid replaces six of the nine fenders with modern industry-standard fenders, built to receive the largest ships that we can bring into our dock, and recondition the remaining three. The second option includes the costs to replace all the Deep Water Dock fenders.

Important items to note:
• The new fender design and upgraded load-capacity pushes the face of the dock out approximately 14 inches more. If we recondition the old fenders they will have to be built out to match the same dock face offset. This offset is proposed to be accomplished by adding additional timbers to the existing structure.
• The reconditioned fenders will add to Port Maintenance staff’s workload due to the need of repair and maintenance of wood verses galvanized steel. The dock fenders are the working end of the dock and receive the brunt of the load during landings and departures.
• The reconditioned fenders will not have the same lifespan as the new units as they are already over twenty years old. It is very important that all the fender units are built to the same standard and generation.

Although the alternatives put this project $78,000 over the original estimate, the next item on the list for the dock is bird deterrents, and this improvement was funded for $600,000. Staff suggests this item may have been overfunded and that we can accomplish this second item at less of a cost.

Recommendation
Award the Deep Water Dock fender replacement contract to replace all nine fenders to Jay Brant Contractors, LLC for $2,228,412 and fund the total project from the CCIAP Cruise Ship Head Tax grant.
