Operating & Capital Budgets

The City of Homer shifted from an annual budget period to a biennial budget period. To accomplish this shift a truncated budget for January to June, 2021 was adopted. All budgets are presented in accordance with the requirements of Homer City Code (HCC) Chapter 3.05 Budget. 

The budget contains detailed information regarding every fund, department and division of the City of Homer. It sets forth the means for providing essential services and implementing the initiatives and goals set by City Council and City Departments for the upcoming year.

Deferred Bill Payment Options Due to COVID-19 Financial Hardships

The COVID-19 pandemic has resulted in tremendous economic strain and hardship on many individuals, families and businesses in Homer.  As part of the City's commitment to assisting the community with response and recovery, the City is temporarily suspending all utility shutoffs due to lack of payment.  Providing access to clean water for drinking, cooking, and washing hands remains critical to preventing the spread of COVID-19, and is an essential function of the City that will be given high priority.

Attached below is the City of Homer fiscal year 2019 Operating and Capital Budget.  The budget contains detailed information regarding every fund, department and division of the City of Homer.  It sets forth the means for providing essential services and implementing the initiatives and goals set by City Council and City Departments for the upcoming year.

Water and Sewer Rates

How to Establish Service 

Signing up for Water/Sewer services is easy. The staff at City Hall makes it easy to establish service in your new home or business.

  1. Bring a photo ID
  2. Fill out the paperwork and pay the fees and a deposit ($155.89 for residential customers).

Water Connection and Extension Permit Fee
• Single Family/Duplex $300
• Multi-Family/Commercial/Industrial $375

Draft 2019 Budget Released

City Manager Koester presented the Draft 2019 budget (attached below) at the October 8 Committee of the Whole meeting.  Public comment is welcome at the October 22nd City Council meeting when the budget ordinance will be introduced.
