In March 2024, the City kicked off the interactive process of creating the new Comprehensive Plan that will guide Homer residents, leaders, organizations, and partners over the next twenty years.

The Comission is reviewing the plan during the month of April, with a a public hearing scheduled for May 1st. After the hearing, the Commission will make a recommendation to the City Council. The document goes to the Kenai Peninsula Borough for final approval and adoption. Stay tuned!

Local Hazard Mitigation Plan

The Local Hazard Mitigation Plan (LHMP) assesses risks posed by natural disasters and lists strategies to protect life and property in Homer from future hazards. Hazards addressed in this plan include: climate change, earthquake, erosion, flood, landslide, severe weather, tsunami, volcano, and wildfire.

HERC 1 - Where are We, Where have we Been and Where Do We Go Now

Originally built in 1956 as the Homer High School, the HERC (Homer Education and Recreation Complex) is a two-story structure consisting of three distinct spaces (a lower level gymnasium wing, an upper level classroom wing, and a center two-story space that connects the two wings). It is located west of Pioneer Avenue on Woodside Avenue and the Sterling Highway. The property encompasses 4.3 acres, and includes an additional older two story former school building, which is currently used by the Public Works Department.

Wayfinding Streetscape Planning

The City of Homer developed a Wayfinding and Streetscape Plan in 2022. The goal of the project was to develop a thoughtful wayfinding plan and an inviting streetscape improvement plan that supports a vibrant Pioneer Avenue corridor, Central Business District, and connections to the Homer Spit.

As of April 26, 2021, Planning staff is available to meet in person at City Hall. The Clerk's Office entrance is open daily 8:00 am to 5:00 pm.  When you arrive, please call our office at the number below and we will meet you at the front entrance. If possible, please give us a call ahead of time to schedule a meeting.

Planning Staff, as always, also provides services via phone and email, and will continue to maintain an outside pick-up/drop-off cabinet and box.

Join a Community Conversation about the HERC Final Recommendation Report

The Homer Education and Recreation Complex (HERC) Task Force recently completed a six- month study of the HERC facility.  The public is invited to learn more about the Task Force final report and join the conversation about HERC possibilities and challenges.
