Ordinance 14-47(A) Amending the Operating Budget to Appropriate $105,000 for Barge Mooring Facility Phase 2 - Uplands Improvements

ORDINANCE 14-47(A)

AN ORDINANCE OF THE HOMER CITY COUNCIL AMENDING THE FY 2014 OPERATING BUDGET BY APPROPRIATING $105,000 FROM THE PORT AND HARBOR DEPRECIATION RESERVE FUND FOR BARGE MOORING FACILITY PHASE 2 – UPLANDS IMPROVEMENTS.

               WHEREAS, The Large Vessel Haul-Out Task Force has spent several months researching the development and expansion capabilities of a Large Vessel Haul-Out and Repair Facility in the Homer Port and Harbor; and

               WHEREAS, The Vessel Haul-Out Task Force recommended changes to the Barge Mooring Facility Capital Improvement Plan project to include a second phase that covers necessary upland improvements that support the vessel repair yard activities currently taking place; and

               WHEREAS, The task force recommends action be taken for the first step in this process, which is the designing, engineering, and permitting for such a facility as this will help with current haul-out use and aid in planning for this much needed improvement.

               NOW, THEREFORE, THE CITY OF HOMER ORDAINS:

               Section 1.  The Homer City Council hereby amends the FY 2014 Operating Budget by appropriating $105,000 from the Port and Harbor Depreciation Reserve Fund for Barge Mooring Facility Phase 2 – Uplands Improvements as follows:
