ORDINANCE 15-41(S)(A)

 

AN ORDINANCE OF THE HOMER CITY COUNCIL APPROPRIATING FUNDS FOR THE CALENDAR YEAR 2016 FOR THE GENERAL FUND, THE WATER FUND, THE-SEWER FUND, THE PORT/HARBOR FUND, CAPITAL PROJECTS, AND INTERNAL SERVICE FUNDS.

 

THE CITY OF HOMER ORDAINS:

 

Section 1. Pursuant to the authority of Alaska Statutes Title 29, the following appropriations are made for the calendar year ending December 2016:

 

General Fund                                               $11,658,093

Water Fund                                                   $  2,105,246

Sewer Fund                                                  $  1,626,500

Port/Harbor Fund                                      $  4,688,729

Capital Projects                                          $      810,000

 

Total Expenditures                                   $20,888.568[1]

Internal Service Funds                             $   1,990,459

 

Section 2.  The amounts appropriated by this ordinance are appropriated to the objects and purposes stated in the adopted budget.

 

Section 3.  Grant funds. (a) If grant funds that are received during the fiscal year exceed the amounts of such funds appropriated by this ordinance by not more than $25,000, the affected appropriation is increased by the amount of the increase in receipts.

(b) If grant funds that are received during the fiscal year exceed the amounts appropriated by this ordinance by not more than $25,000, the appropriation from city funds for the affected program may be reduced by the excess if the reduction is consistent with applicable federal and state statutes.

(c) If grant funds that are received during the fiscal year fall short of the amounts appropriated by this ordinance, the affected appropriation is reduced by the amount of the shortfall in receipts.

 

Section 4.  A copy of the adopted budget shall be certified by the City Clerk and filed in the office of the City Clerk.

 

Section 5.  The supporting Line Item Budget detail as presented by the Administration and reviewed by the City Council is incorporated as part of this Budget Ordinance.

 

Section 6.  The property tax mill levy is set at 4.5 mills for 2016.

 

Section 7.  This Ordinance is limited to approval of the Budget and appropriations for Calendar Year 2016, and shall not be codified.

 

Section 8.  Section 1 of this ordinance shall become effective January 1, 2016, but only if Proposition 1 is approved by a majority of the qualified voters voting on the proposition at the special election to be held in the City on December 1, 2015.  Section 2 of this ordinance shall become effective January 1, 2016, but only if Proposition 1 is not approved by a majority of the qualified voters voting on the proposition at the special election to be held in the City on December 1, 2015.  The remaining sections of this ordinance shall become effective January 1, 2016.
