Request for Proposals
Incorporating Art into the Beluga Slough Trail
Proposals to incorporate art in conjunction with planned interpretive signing at four locations along the recently completed Beluga Slough Trail (below the Islands and Ocean Visitor Center) will be received at the Office of the City Clerk, City Hall, City of Homer, 491 East Pioneer Avenue, Homer, Alaska, until Thursday, June 6, 2013 until 4:00 p.m. Artists are encouraged to submit one or more concepts or proposals.
Proposers are required to be on the City’s RFP Plan Holder’s list for their proposal to be considered. To get on the list and to access the RFP contact the City Clerk, 491 E. Pioneer Avenue, Homer, Alaska 99603, (907) 235-3130.
A project site visit will be held on Thursday, May 2, 2013 at 10:00 a.m. to physically view the four locations along the trail. Proposers interested in attending are directed to meet in the Islands and Ocean Visitor Center parking lot.
The intent of this proposal effort is to provide an opportunity for artists and other interested persons to present ideas on how and what art can be incorporated at the four interpretive signing sites. The budget for art is estimated to be between $2,500 and $3,500 per site. The proposals will be evaluated by a review committee comprised of USF&W and Homer Public Works personnel. This project will utilize Community Coastal Impact Assistance Program Grant funding from the State of Alaska Department of Commerce, Community and Economic Development Division of Community and Regional Affairs. All ideas and concepts will be considered.

The City of Homer reserves the right to accept or reject any or all proposals, to waive irregularities or informalities in the proposals, and to award the contract to the respondent that best meets the selection criteria based on the recommendations of the review committee.
