Winter construction of the Kachemak Drive (Phase II) Water and Sewer project has begun!
Keep your eyes open and please drive carefully through the construction zone. Herndon Construction, LLC of Homer Alaska began winter construction this week (week of February 20). Extending the water and sewer mains through the low lying area (from the Boat Yard approximately 2000 feet south) must be completed in the winter to minimize impacts to these sensitive wetland areas. The Corps of Engineer's permit requires that the frozen surface mat of the wetlands be cut into sections, stockpiled alongside the trench and reinstalled after the trench has been backfilled. The Contractor has obtained a large circular cutting wheel to facilitate the removal of frozen wetland surface mat within the trench section.

Once this portion of the project is complete, construction operations will terminate until Spring; when the remaining water main installation (along the front of the Boat Yard) will be completed and the water and sewer system will be pressure tested. We expect that connections can be made to an operating water and sewer system by mid-summer.
The Contractor is making every reasonable effort to minimize the clearing of vegetation; eliminating the potential of negatively impacting ground and surface water; and controlling erosion and sedimentation.
The construction schedule calls for the water and sewer project to be operational by next summer. Public Works will arrange for neighborhood meetings during construction to allow resident to remain familiar with progress being made and learn more about how to effectively arrange for the on-site connects of water and sewer to their homes next summer. The next neighborhood meeting will be in May of 2012. Notices will be sent to all property owners.
