RESOLUTION 10-21(A)

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, REQUESTING THAT THE ALASKA LEGISLATURE ENACT A LANGUAGE AMENDMENT THROUGH THE FY 2011 CAPITAL BUDGET BY AMENDING THE TITLE OF LEGISLATIVE GRANT AGREEMENT 07-DC-497 FROM “HOMER CITY HALL” TO “HOMER CITY HALL RENOVATIONS AND ADDITIONS”, AMENDING THE PROJECT DESCRIPTION ACCORDINGLY, AND EXTENDING THE PROJECT GRANT COMPLETION DATE TO JUNE 30, 2013.

WHEREAS, The City of Homer received a Legislative Grant (07-DC-497) for the proposed new City Hall in the amount of $2 Million in FY 2007; and

WHEREAS, The grant project description states that “the purpose of this FY 2007 Designated Legislative Grant in the amount of $2,000,000 is to provide funding to the City of Homer for use towards the Homer City Hall. This project may include, but is not limited to, covering the costs of design and construction for a new City Hall built in Homer’s Town center”; and
WHEREAS, Section III of the Grant Agreement states that work to be performed under this agreement shall be completed no later than June 30, 2011; and

WHEREAS, The City spent $542,241.80 on engineering, design, surveying, and other related work before the project was placed on hold when Homer Voters rejected a bond proposition to finance construction; and

WHEREAS, The City Council has concluded that construction of a new City Hall is not financially or politically desirable at this time and wishes to put the remainder of the grant funds to another, related use; and

WHEREAS, The Council considered this issue at a Special Meeting on January 25, 2010 and again at its regular meeting on February 8, 2010 and has identified several alternative projects, including the preferred alternative, renovating and expanding the existing City Hall.

NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby requests that the Alaska Legislature enact a Language Amendment through the FY 2011 Capital Budget by amending the title of Legislative Grant Agreement 07-DC-497 from “Homer City Hall” to Homer City Hall Renovation and Additions”, amending the project description accordingly, and extending the project completion date to June 30, 2013.
