RESOLUTION 11-077

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST FOR PROPOSALS RELATED TO HEALTH CARE INSURANCE BENEFIT BROKER AND CONSULTING SERVICES.

WHEREAS, The City of Homer currently employs Meritain Health as a third party administrator for its self insured employee health insurance plan; and

WHEREAS, Meritain also provides the City with limited benefit broker and consulting services; and

WHEREAS, The City Administration has concluded that the City could get more competitive benefit prices, independent and aggressive brokering, and more comprehensive consulting services if it sought proposals from independent firms; and

WHEREAS, In an era of escalating costs and rapidly changing health insurance regulations, it is imperative that the City receive the best and most comprehensive advice and support it can afford; and

WHEREAS, The Administration anticipates that the cost of these services would be close to what the City is paying now because it would no longer be paying Meritain for the same services and that hiring an independent broker/consultant will help to lower the overall costs associated with health insurance.

NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby authorizes the City Manager to issue a request for proposals related to health care insurance benefit broker and consulting services.

PASSED AND ADOPTED by the Homer City Council this 25th day of July, 2011.
