RESOLUTION 12-046(A)

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A NEW SHORT TERM LEASE WITH THE HOMER BOYS AND GIRLS CLUB AND TO EXTEND THE CLUB’S OCCUPANCY OF THE LOWER LEVEL OF THE HOMER EDUCATION AND RECREATION COMPLEX BUILDING (HERC) UNTIL DECEMBER 31, 2012.

WHEREAS, The Homer City Council adopted Resolutions 11-078(A) and 11-105 which authorized short term leases for the Homer Boys and Girls Club and extended its occupancy of the lower level of the HERC Building, commonly referred to as the Old Intermediate School, until May 31, 2012; and

WHEREAS, The Boys and Girls Club has been looking for alternative locations but none has been identified to date and the lower level of the HERC building remains the best and most suitable location for this program; and

WHEREAS, The very existence of the Homer Boys and Girls Club is threatened by the fact that the City does not have the revenues to operate and maintain the facility at this time and there is also uncertainty about future operating funds for the program; and

WHEREAS, After the City Council adopted Resolution 11-078(A), the Homer Boys and Girls Club Task Force was formed and it has been working hard to raise funds and to increase public awareness about the current status of the Boys and Girls Club and the significant benefits it brings to young people and the community at large; and

WHEREAS, A sub-committee of the Task Force has been working diligently to assess the overall condition of the building, identify potential funding sources for facility improvements, and elevate the community dialog about re-purposing the building; and

WHEREAS, The primary goal of the Task Force is to find a way to enable the Boys and Girls Club to stay in the facility for the long term and to relieve the City of the financial burden associated with having this building unoccupied, and it needs more time to complete its work; and
WHEREAS, The Homer Boys and Girls Club has requested that they be able to remain in the facility at least until December 31, 2012 and has offered to contribute $750 per month to offset the cost of utilities; and

WHEREAS, The City will have to keep the building heated minimally even if it is unoccupied because of the flat roof and other considerations.

NOW, THEREFORE, BE IT RESOLVED that the Homer City Council finds that it is in the best interest of the City to enter into another short term lease with the Homer Boys and Girls Club and to work cooperatively with the Homer Boys and Girls Club Task Force and provide it with more time to complete its work.

BE IT FURTHER RESOLVED that the Council authorizes the City Manager to enter into a short term lease with the Homer Boys and Girls Club and to extend its occupancy of the lower level of the HERC building. The term of the lease shall expire on December 31, 2012 and the rent shall be $750 per month.

PASSED AND ADOPTED by the Homer City Council this 14th day of May, 2012.
