Resolution 13-038 Establish Schedule for Approving Rate Model and New Water and Sewer Fee Schedule

RESOLUTION 13-038

A RESOLUTION OF THE HOMER CITY COUNCIL ESTABLISHING  A  SCHEDULE FOR APPROVING A RATE MODEL AND  A NEW WATER AND SEWER FEE SCHEDULE TO BECOME EFFECTIVE JULY 1, 2013.

WHEREAS, The Homer City Council has established a budgeting protocol  whereby water and sewer rates are reviewed and approved on a two year cycle; and

WHEREAS, Water and sewer rates will be reviewed in the Spring of 2013 and a new rate structure is scheduled to go into effect July 1, 2013; and

WHEREAS, The City Council established the Water and Sewer Rate Task Force with this in mind in March of 2012 through the adoption of Resolution 12-027(A); and

WHEREAS, The Task Force was charged with reviewing the current rate model, proposing rates for 2013, and providing the Council with a final report with recommendations no later than June 25, 2013; and

WHEREAS, The Task Force delivered its final report to the Council along with an overview presentation on its recommendations at a Worksession on April 8, 2013; and

WHEREAS, It is necessary to establish a schedule for reviewing and discussing the recommendations of the Task Force, soliciting public comments, and adoption of a rate model and fee schedule prior to July 1, 2013.

NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby adopts the following schedule for review and approval of the recommendations of the Task Force and adoption of a new rate model and schedule for 2013:

May 28, 2013
4 pm Worksession on Task Force recommendations
Public Hearing on Resolution implementing Task Force recommendations
Resolution discussed and then postponed until June 10

June 10, 2013
4 pm Worksession on Task Force recommendations
Public Hearing on Resolution implementing Task Force recommendations
Adoption of Resolution (as amended if necessary and appropriate)

June 24, 2013
This date held in reserve in case the resolution is amended significantly and  postponed on June 10. Further work could be conducted at a Worksession or the  Committee of the Whole. A substitute resolution could be adopted and a public  hearing on the substitute held.
