RESOLUTION 13-054

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO LEASE NEGOTIATIONS WITH ALASKAN COASTAL FREIGHT, LLC  FOR A FIVE YEAR LEASE ON A 100 FOOT BY 220 FOOT PIECE OF LAND ON THE SOUTH END OF LOT 13, HOMER SPIT SUBDIVISION NO. 2.
   
WHEREAS, Alaska Coastal Freight submitted a proposal in response to a recent Request for Proposals issued by the City to lease selected parcels in the port and harbor area identified in the Land Allocation Plan as available for lease; and

WHEREAS, The proposal was for a five year lease on a 100 foot by 220 foot section of Lot 13 adjacent to the chip pad and across from the harbor barge ramp; and

WHEREAS, The proposed use was a staging area to support the existing freight and barge business whose activities are already located in and around the harbor; and

WHEREAS, The Lease Committee considered the proposal at a Special Meeting which occurred on May 14, 2013; and

WHEREAS, The staff report noted several deficiencies in the proposal and the proprietor, Mr. Bruce Flanigan, provided the necessary supplemental information at the meeting, most importantly, information regarding fees and taxes generated, spin-off economic activity, and improvements the company had already made and proposed to make in the port and harbor area; and

WHEREAS, The Lease Committee unanimously voted to approve the recommendations in the Staff Report and added an additional recommendation that credit be given and applied to the rent for expenses incurred by the company improving the leased property and adjacent lots; and

WHEREAS, The Lease Committee recommends that the City Council authorize the City Manager to enter into lease negotiations.

NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby authorizes the City Manager to enter into lease negotiations with Alaska Coastal Freight, LLC for a five year lease on a 100 foot by 220 foot section of Lot 13, Homer Spit Subdivision No. 2, consistent with the terms of the proposal, the recommendations of the staff report, and the recommendations of the Lease Committee.
