RESOLUTION 16-105

 

A RESOLUTION OF THE HOMER CITY COUNCIL AMENDING A JOINT AGREEMENT BETWEEN THE CITY OF HOMER AND GLOBAL SUSTAINABLE FISHERIES OF ALASKA (GSFA) FOR THE PURPOSES OF GSFA OBTAINING A GRANT FROM THE U.S. DEPARTMENT OF COMMERCE AND ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) FOR PROJECT FUNDS FOR ESTABLISHING A SUSTAINABLE SEAFOOD PROCESSING INDUSTRY WITHIN THE CITY OF HOMER.

 

WHEREAS, On September 12, 2016 Homer City Council passed Resolution 16-096 approving a Joint Agreement between Global Sustainable Seafoods of Alaska (GSFA) and the City of Homer for an Economic Adjustment Program grant in the amount of $1.6 million from the U.S. Department of Commerce and Economic Development Administration (EDA) to build a fish processing facility and, using flash-freezing technology, will export frozen fish to Japan and the Lower 48; and

 

WHEREAS, EDA has requested an amendment to the Joint Agreement to reflect only the square footage of the building funded by the EDA grant and the fact that the building will be on a concrete foundation; and

 

WHEREAS, Version 2 of the Joint Agreement makes the following change to the Joint Agreement Part 3: “GSFA will be responsible for bidding, award, and management of constructing a building, estimated at  2,600 to 2,700  sf, on a concrete foundation for a single-story fish process facility”; and

 

WHEREAS, These changes are necessary for GSFA to be able to proceed with the granting agency; and

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, approves the attached amended Joint Agreement between the City of Homer and Global Sustainable Fisheries of Alaska (Version 2).

              

               PASSED AND ADOPTED by the Homer City Council this 10th day of October, 2016.
