SUBJ: TRAVEL AUTHORIZATION FOR THE MAYOR'S LOBBYING TRIP TO WASHINGTON D. C. IN MARCH 29-30, 2004 AND FOR COUNCILMEMBERS TO ATTEND THE AML SPRING CONFERENCE, IN JUNEAU, APRIL 14 AND 15, 2004.

The City of Homer Procurement Policy and Procedures Manual, page 50, sets for the procedure for Travel Authorization for Mayor, Council and Staff. Travel authorization is required for trips exceeding $250 total estimated cost.

The travel authorization for the Mayor is for a lobbying trip to Washington D.C. regarding Capital Projects that are on the City of Homer's list of Capital Projects appropriate for Federal funding. He plans to travel on March 28 and 31st.

Round Trip Air fare from Homer to D.C. is approximately $600.00, room rate is approximately $100.00 per night. Total per diem is $53.00 per day.

The travel authorization for the Council is to attend the Alaska Municipal League Spring Conference in Juneau on Wednesday and Thursday, April 14 and 15, 2004.There is no registration fee.

Round Trip Air fare from Homer to Juneau approximately $350.00, the Room rate is approximately $100.00 Total per diem is $53.00 per day.

RECOMMENDATION:

Authorize the Mayor's and Councilmember's travel as noted above.

Fiscal Note: Mayor and Council: 2004 Budget: 100.5236.100, Transportation: $6,500.00 and100.5237.100 current balance is same. Subsistence: $4,500.00 current balance is same. Per Finance on March 16, 2004.
