Subject: Donation of City owned property to Kenai Peninsula Housing Initiative

 

The Homer Advisory Planning Commission conducted a public hearing at their June 18th 2003 meeting.  Several members of the public testified in support of the project and the importance of having special needs low-income housing available in Homer. One letter of support from an area landowner was received.  No opposition was expressed by any party.

 

FINDINGS:  The Commission found the project is consistent with the comprehensive plan, the purpose of Residential Office Zoning District, and was supported by public testimony.  The Commission found that either City owned lot on Mattox would be appropriate for this project. The proposed use, residential, is a permitted use in this district.  Further, the Commission recommends the conveyance of the lower lot to KPHI, and for the City to assist KPHI by resolving the wetland/drainage/creek problems on the upper lot to minimize any flood hazard posed to lower lot development.

 

The donation of the lower lot was preferred by the Commission because it is more suitable for residential development as it is further from the traffic of East Road.  The upper lot had greater commercial potential and future value due to being adjacent to East Road, and the City needs more property for commercial development. 

 

The use of the upper lot for residential development would reduce the potential for commercial development of the lower lot.    

 

The Commission also recommends that any development on these two parcels make every effort to avoid displacement or disruption of the stream channel, and that buffers be established.

 

The Commission unanimously supports a donation of land to the KPHI.
