RE: Application for Port Security Grant
Port and Harbor Department submitted an application on the internet February 20, 2003 to the Transportation Security Administration for
$250,000.00 to fund the fabrication and installation of security gates on our docks to enable us to meet the minimum requirements for port
security as required in the U.S. Coast Guard's Navigation and Vessel Inspection Circular (NVIC) 902.
This application for security gate funding was developed following a meeting on port security issues on February 13, 2003 at the Port, attended
by Lt. Mark McManus (USCG MSD Kenai), CWO Ron Bennett (USCG MSD Kenai), Mark Robl, Steve Dean, and myself.
Awards from this national grant program were decided last month. Port of Homer received email notification from TSA of an award of
$167,000 for our project. The formal paperwork for the City Manager's signatures has not arrived as of this date but should be coming soon.
In anticipation of this grant award, we contacted Tryck Nyman Hayes(TNH) engineers, designers of Deep Water Dock and Pioneer Dock, for
their quotation to produce construction-ready drawings and specifications so that we can RFP this project. As soon as City Council has
approved the acceptance of this grant award and the documents have been executed,TNH will be authorized to engineer the project and it will
be RFP'd ASAP. Our objective would be to have these security gates constructed and installed by November 2003, better enabling Port &
Harbor Department to control access to dock infrastructure as required by NVIC 902.
Recommendation: Accept the TSA port security grant funding of $167,000 for security gates and authorize the City Manager to sign the
appropriate documents to get this project started.
