Access to Homer Docks
“Public Access to Port of Homer Docks” was an agenda
item of the June 25th meeting of the Port & Harbor Advisory
Commission. Due to the requirements for
increased port and terminal security under the new U.S. Coast Guard
Navigational and Vessel Inspection Circulars (NVIC’s 402 and 902) we are now
controlling access to Deep Water Dock and Pioneer Dock during Marine Security Levels
II and III. We also prevent public
access for fishing and similar pursuits at all MARSEC levels due to issues of
liability. The attached minutes of the
June 25th meeting reflect on pages 9 and 10 some of the discussion
on this issue of public access. A
solution to the need for the public to use a dock for recreation or sightseeing
is available by funding the re-decking and installation of safety railing on
the old timber “Main Dock”.
Commission’s Recommendation:
That the City prioritize this project by putting up
safety railings and re-decking the (Main) dock to allow public access.
