The USCG and the City
are funding partners in the construction of the new Pioneer Dock. The Coast Guard has identified approximately
$1,365,000 worth of improvements that need to be added to the dock face,
including additional fenders and continuous tension winches, to facilitate the
berthing of the new vessel the Hickory.
The USCG has agreed that the cost of these improvements will be paid for
by the Coast Guard. The City has agreed
to act as the contract manager for the construction of these improvements and
has competitively bid the work involved.
A lease has been
developed to allow for these improvements to be constructed and maintained by
the Coast Guard on the City dock and provides for authority to incur expenses
and provides for a cost reimbursement schedule.
Recommendation: The
Council authorize the City Manager to execute all appropriate documents
necessary to execute the required lease, award construction contracts, assist
the Coast Guard in constructing these improvements and seeking reimbursement.
