The City Council authorized the Library Advisory Board to provide oversight of the design and construction of the new Homer Public Library
project. The site, eight lots along the north side of Hazel between Poopdeck and Heath Streets, was approved by the Council as the preferred
location for this facility.
On July 10, the City received seven proposals in response to the Homer Public Library Design-Request for Proposal (RFP). After reviewing the
proposals, the consultant selection committee (comprised of Helen Hill, Carey Meyer, and the Library Advisory Board) rated ECI/Hyer of
Anchorage, Alaska as the most qualified. This firm submitted a proposal that reflected a highly experienced team that understood nature of the
project. The team exhibited an enthusiasm for and commitment to the project, which rivaled that of the Board's.
The consultant selection committee and ECI/Hyer developed a detailed scope of work, a schedule, and a construction budget. Based on this
information, a design fee of $485,361 was established. This fee includes:
· all conceptual design development (including four multi-day meetings with the community) to identify three development concepts;
· selection and refinement of best alternative with input from library design consultant and interested parties;
· preparation of plans, specifications and cost estimates for the best alternative at conceptual, 35%, 65%, 95% and 100% milestone completion phases;
· provide computer renderings of the project and technical support for grant writing activities/construction funding applications efforts;
· assistance in bidding the completed design;
· completion of all professional structural, geotechnical, architectural, civil, electrical, mechanical, landscaping, cost estimating and library design services required to complete the design of this project;
· library programming, site survey, subsurface investigation, assistance with furniture selection, watercolor rendering, fundraising brochure, Fire
Marshall approval, site planning and interior design.
Attached is a description of the scope of work and schedule for the project. The design of this improvement will be coordinated by the Library
Advisory Board, with Helen Hill and Carey Meyer acting as lead contacts with the design team.
Recommendation: The Council award the design of the Homer Public Library to ECI/Hyer, Anchorage, Alaska in the amount of $485,361
and authorize the City Manager to execute all appropriate documents.
