SUBJ: REQUESTING A SPECIAL MEETING AT 5:30 P.M. ON SEPTEMBER 22, 2003, PRIOR TO THE REGULAR MEETING FOR THE PURPOSE OF CONDUCTING AN EXECUTIVE SESSION.

Administrative Staff requests a Special Meeting on September 22nd, between the Committee of the Whole and the Regular Meeting for the purposes of conducting an Executive Session pursuant to AS §44.62.310(c)(1), Matters, the Immediate Knowledge of which would Clearly have an Adverse Effect upon the Finances of the Government Unit. (Ocean Drive Loop Bluff Erosion Control Project and Pioneer Dock, Hurlen Claim.)

The special meeting would afford the opportunity to conduct the Executive Session earlier in the meeting day, would better facilitate the City Attorney's attendance and travel arrangements and assist in Council's goal of adjourning their regular meetings by midnight.

RECOMMENDATION:

Approve the request for a Special Meeting to be held on Monday, September 22nd at 5:30 p.m. for the purpose of conducting an executive session.
