MEMORANDUM
03-60
TO: MAYOR AND HOMER CITY COUNCIL
DATE: APRIL 18, 2003
FROM: BEVERLY J. GUYTON, ACTING CITY PLANNER
SUBJECT: AN ORDINANCE AMENDING THE HOMER ZONING
ORDINANCE TO
LIMIT THE SIZE AND DIMENSIONS OF BUILDINGS USED PRIMARILY FOR RETAIL OR
WHOLESALE BUSINESS
At the April 16, 2003 Homer Advisory Planning Commission meeting, Chair Smith related that the Council wanted the Commission to make a decision on the size cap. At that time the Commission had not had time to do a full review of the ordinance and there was a desire to continue the review. Chair Smith requested the Commissioners make a decision on the size cap in order for the Council to begin their review. The Commission then voted to limit the size of retail/wholesale business within the Central Business District, Marine Industrial and Marine Commercial Districts to 20,000 square feet. Within the General Commercial 1 and General Commercial 2 Districts the Commission voted for a size limit of 30,000 square feet. The Commission deleted from Rural Residential, Urban Residential and Residential Office Districts that portion added under Dimensional requirements, “d. Building Area and Dimensions – Retail and Wholesale.” The Commission decided that these uses are not permitted uses within the Rural Residential, Urban Residential, and Residential Office Districts and reference to them would only cause confusion.
The proposed Ordinance is scheduled for the May 7, 2003 Homer Advisory Planning Commission Work Session and Regular Meeting. At that time the Commission will continue their review and amending of this document.
