TO: MAYOR CUSHING, HOMER CITY COUNCIL
FROM: WALT WREDE
SUBJECT: HOUSE NUMBERING/ANNEXED AREAS
The Planing Department is prepared to start assigning house numbers in the newly annexed areas. This project will be
performed in accordance with the provisions of HCC 11.12 and the Official House Numbering Plan adopted on January
8,1975. The Council requested that the City make an extra effort to publicize this project and to make sure everyone
affected is aware of it. We will do our best to make sure that happens. Please see the attached memo form Julie Engebretsen
for more information.
In addition, we recall that at least one Councilmember requested that we have public hearings on this. We would advise
against that since it is not clear what purpose a hearing would serve. The City's Official House Numbering Plan is pretty
straight-forward, systematic, and unambiguous about how numbers will be assigned. There is really no opportunity for
residents to protest the number they receive. We think public education and the distribution of information is the real key
here. We could have community meetings for that purpose if the Council would like. We could also do other things like
radio announcements, newspaper articles, etc.
RECOMMENDATION:
I recommend that the Planning Department be given the green light to proceed with the project without a requirement to hold public hearings.
