SUBJ: ESTABLISHING THE BEACH POLICY STANDING COMMITTEE AND APPOINTING PAT CUE, MARY LENTFER, BILL SMITH AND GORDON BERG AS COMMITTEE MEMBERS.

The Beach Policy Task Force was appointed via Memorandum 00-66 in 2000. They developed the Beach Policy, which requires an annual review.

The nature of a Task Force is to carry out a specified task at the completion, that is, on presentation of its final report to the Council it automatically ceases to exist.

There are two types of Ordinary Committees, standing, which have a continuing existence, and special, which go out of existence as soon has they have completed their task, such as Task Forces.

Standing Committees are constituted to perform a continuing function and remain in existence permanently.

Beach Policy, General Recommendations, Item 9. states: "Perform an annual assessment of beach health and developing impacts. City Staff and BPTF representatives prepare assessment and reports to City Manager, City Council and City Commissions. Each year's report is added to original BPTF report and updated photos to create continuous record.

The Beach Policy Committee would be assigned the responsibility of Item 9.

RECOMMENDATION:

Establish the Beach Policy Standing Committee and Confirm the appointments of Pat Cue, Chair, Mary Lentfer, Bill Smith and Gordon Berg as Committee Members who serve at the pleasure of the Council and that other former members of the Beach Policy Task Force may be appointed to this Committee as they desire at a later date.
