Subject:                          Homer Non-Motorized Transportation and Trail Plan

 

 


This morning a review committee comprised of myself, City Planner Beth McKibben, Kachemak Heritage Land Trust Director Barb Seaman, Planning Commissioner Lane Chesley, and Parks and Recreation Commissioner Debbie Poore met to discuss the six proposals submitted in response to the RFP for professional services to develop a Non-Motorized Transportation and Trail Plan for the City of Homer.

 

I am pleased to report that we reached consensus on a recommendation to forward to the City Council. We recommend that the contract be awarded to DOWL Engineers of Anchorage. The total amount available for the contract is $30,000. DOWL’s proposed budget is $29,986.

 

The project manager with whom we would work most closely is Kevin Doniere, a registered landscape architect with trail and greenway planning experience in Anchorage, Girdwood, Fairbanks, and the Matanuska-Susitna Borough. I contacted references in Wasilla and Anchorage who spoke very highly of Mr. Doniere and his work. Other professionals at DOWL will provide assistance with writing, graphics, and engineering.

 

Funding for this project comes from an Alaska Department of Community and Economic Development “Mini-Grant.” Terms of the grant agreement call for the project to be completed by June 30, 2004. We anticipate that work will begin immediately after the contractor is given the Notice to Proceed.

 

I am providing a copy of the proposal from DOWL Engineers, FYI.

 

RECOMMENDATION: AWARD A CONTRACT FOR DEVELOPMENT OF THE CITY OF HOMER NON-MOTORIZED TRANSPORTATION AND TRAIL PLAN TO DOWL ENGINEERS. CONTRACT AMOUNT NOT TO EXCEED $30,000.
