SUBJECT: Spit Parking Plan
In your packet is a copy of a proposed parking plan for the spit. You will recall that the Port and Harbor Commission presented the Council with a long term “big picture” parking plan several months ago. After reviewing the recommendations, the Council asked the administration to come back with a specific plan (using the Commission’s plan as a starting point) that could be implemented taking budget, staffing, and other relevant issues into consideration. The plan in your packet was drafted by Steve Dean and reviewed by Mark Robl, Carey Meyer, and myself at a meeting last week. In short, we believe that this phased plan can be implemented relatively easily. It will start the process and help us build momentum toward implementation of a full parking plan in several years. Council is scheduled to discuss this at the Committee of the Whole on October 25.
We would recommend that the Council discuss this plan, give us some suggestions for revisions, and then put it out for public review. We would suggest a public hearing at the regular meeting on November 22, 2004. At that time, the Council could choose to adopt the plan, gather more public input, or take other steps that it deems appropriate.
RECOMMENDATION: Authorize the administration to put the plan out for public review and comment and schedule a public hearing for the November 22 meeting.
