Re: Dredge Spoils RFP and Minimum Bid Amount
Background:
At its November 19, 2003 Regular Meeting, the Port & Harbor Advisory Commission discussed this matter as Item C, under New Business.
There is currently a stockpile of approximately 750 cubic yards of dredged materials left over from the 2003 fall dredging, which is needed for
Port/Harbor and Public Works projects on the Spit (filling of pot holes in parking lots, replenishment of materials removed from Fishing Lagoon outer
berms by winter storm action, etc.) There will be approximately 3000 to 4000 cubic yards available this spring from the Hickory berth dredging, and
an additional 8000 to 9000 cubic yards available in October from the Harbor dredging and Hickory berth dredging. Of this 11,000 to 13,000 cubic
yards of 2004 material, we owe the US Coast Guard approximately 2000 yards to use on Lot 20 to bring it up to the required elevation for
construction of their new cutter support building. A range of from 9,000 to 11,000 cubic yards would be available for disposition this year by sealed
bid sale or by other means.
At the November 19th, 2003 meeting the Port/Harbor Advisory Commission recommended that dredged materials be utilized only on the Spit (as per
City Ordinance), that a minimum bid of $4.00 per cubic yard be set for 2004, and that some materials be withheld from the sealed bid sale for later
purchase in smaller quantities by small buyers or contractors.
Recommendation: Approve/endorse the Port/Harbor Advisory Commission recommendations
detailed above for disposition of 2004 dredged materials, and approve the attached Invitation to Bid on City owned 2004 dredge spoils.
