SUBJECT: Homer Public Library / LEED Certification
Attached you will find background information from the Public Works Director, the Library Director, and others associated with the new Library effort regarding proposed LEED ( Leadership in Energy and Environmental Design) certification. LEED certification is now required in all new federal buildings and is considered to be the wave of the future. Constructing the library to LEED standards will reduce M&O costs in the future. This concept is strongly endorsed by the Library Advisory Board and all of its committees. Now that we are further along in the design process, we have been able to refine construction and A&E estimates. We are comfortable that we can accomplish LEED objectives within the existing budget. No additional money would be required.
RECOMMENDATION: That the Homer City Council approve LEED certification for the library, approve the revised budget presented in the attachment from the Public Works Director, and authorize the Manager to execute all necessary documents including a Notice to Proceed to the Architect.

As the City
developed the design scope of work with the library architect, the
issue of
LEEDS certification was discussed. At
the time, staff was not prepared to include this effort in the design
contract. We wanted to learn more about
what LEEDS certification was, and why it might be important to the
project. We now believe that LEEDS
certification is an important part of the design process.
Attached are recommendations from the
Library Building Committee and information about LEEDS certification. The four main advantages are:
Development of the
conceptual design has given us a better understanding of the design and
construction costs for this project.
Even with the costs associated with LEEDS certification, the
overall
budget remains unchanged (and the contingency has increased).
