Subject:        PROPOSED STREETS REPAVING PROGRAM - 2004

 


Discussion

 

In 1983/84 the City performed a strip paving project that included 15 streets (17,405 linear feet).  A large portion of these originally paved streets are now in need of repaving. (see attached spreadsheets).

 

Currently the HARP Fund contains approximately $2 million dollars as of end of year 2003.  I am proposing that we expend a portion of this fund to institute a repaving program for our paved streets.

 

According to a letter from the City attorney, Gordon Tans, to Val Koberlein, dated 04/30/98, HARP funds may be expended for the purpose of repaving roads improved originally under the HARP program as well as roadways that were not originally funded under the HARP program under an approved LID.

 

Attached please find two spreadsheets.

 

  1. Spreadsheet 1 identifies the streets that were paved under the 1983/84 strip paving program including street length, width and the current asphalt condition (good, fair & poor).

 

  1. Spreadsheet 2 is a cost estimate to repave the streets included in the “poor” group, (identified as Group “A”), & also contains an estimate to strip pave that portion of Heath St. between Pioneer Ave. & the High School.  The total estimate, for budgeting purposes, to repave/pave these roads is $407,765.29.

 

Recommendation

 

  1. Expend an amount “not to exceed” $500,000.00 this fiscal year from the H.A.R.P. fund for the design & construction to include grinding up the existing asphalt and repave the streets as identified on the attached spreadsheet. (Spreadsheet 2)
