The City obtained a
grant from the Alaska Department of Environmental Conservation (ADEC)
in the
amount of $2,245,714 (30% City match required) to complete the 1.0 MG
water
tank and transmission main improvements.
The water tank was completed last year for approximately
$1,500,000 and
the remaining funds are available to complete improvements to the
transmission
mains.
As part of the
water/sewer master planning effort, preliminary results of the
evaluation of
our transmission mains indicates that 3 pressure reduction valve (PRV)
vault
stations need to be replaced/relocated.
Input from our maintenance personnel confirm that these stations
are
located in areas that are difficult to access and are in poor condition. Based on the fact that Bristol Environ-mental
is completing the master plan and the modeling of the water system, it
is
reasonable to award the design of the PRV Station improvements to this
firm. Attached is copy of proposed
addendum to the existing contract with Bristol Environmental which
would
authorize the completion of design.

Recommendation: The Council authorize the City Manager to
execute all documents necessary to design the current project (PRV
Station
Improvements) and authorize the expenditure of $53,000 from the grant
funds to
fund this effort. Once this work is
completed, the City Manager will present a budget to complete the
construction
of the PRV Station improvements and other future projects with the
remaining
grant funds.
