SUBJECT: Proposed 21.61. 105(f) and (l)(2) Community and Economic Impact Analysis
The proposed language for 21.61.105 Requirements for large retail and wholesale development more than 15,000 square feet in area includes a requirement that the conditional use permit application include a community and economic analysis (21.61.105(f)). The standards for the community and economic impact analysis (21.61.105(l)(2)) identify what must be included in the analysis. It further specifies that the analysis will be based on a horizon year of 25 years.
This language was initially suggested by the Department of Community and Economic Development economist. Twenty-five years is a typical horizon year when doing a feasibility study for a development. However, after further evaluating the language in the proposed ordinance and recognizing that is more of an impact assessment rather than a feasibility analysis the economist has revised his recommendation on the horizon year to 10 years or the life of the project.
The planning commission recommends that Conditional Use Permits 21.61.105(l)(2) Community and Economic Impact Analysis be revised to read as follows:
