Homer Ice Rink - Water and Sewer Service Design

After evaluating
several options regarding how water and sewer service should be provided to the
new ice rink; Public Works has determined that the best option is to extend a
water and sewer service to the building site from Lake Street. This option will provide service to the
first phase of building construction in the most cost effective manner by the
end of the summer, so that the first phase of facility development can operate
this winter. The attached drawing shows
the location of these water and sewer connections.
The design of the
road improvements for Waddell Way (and the water and sewer mains that will most
probably be located within the right-of-way) will need to be designed later
this fall and construction of these improvements will need to be completed by
the end of the summer of 2005. These
improvements will include hydrants on the west side of the building that are
required to provide fire protection to the complete facility (final phases are
not expected to be complete until the end of the summer 2005). Once we know more about what the interests
are of adjacent property, we will request additional authorization to proceed
with the required road access improvements to the ice rink facility.
Public Works will
plan and provide preliminary designs for the water and sewer connections. The most cost effective way to produce
construction plans will be to contract with the engineer completing the ice
rink site improvements and incorporate this design into the overall site
development plans.

Recommendation: Council authorize the use of HAWSP funds to
complete the design and construction of these improvements and authorize the
City manager to execute all documents necessary to complete the design and
construction of these water and sewer service improvements.
