SUBJECT: Port and Harbor Director Position
As you know, Bill Abbott will be retiring from his position as Port and Harbor Director effective September 10, 2004. Section 12.3 of the City of Homer’s Personnel Policies provides for intradepartmental promotions and a waiver of external advertising requirements if the candidate has the required job qualifications. The purpose of this Memorandum is to inform you that I intend to promote Steve Dean, the Deputy Harbor Master, to the position of Port and Harbor Director upon Bill’s retirement. I am notifying you pursuant to the provisions of Sections 1.20.020 (G), 1.40.010, and 1.42.010 of the Homer City Code.
I believe that Steve Dean will do an excellent job as the new Port and Harbor Director. You will see from the attached resume that he is more than qualified for the job. He has a B.A. in Economics, extensive training and certifications that are directly applicable to the position, and he has done an outstanding job as Deputy Harbor Master since 1999. Steve has worked for the City since 1988 and has developed a track record of being able to work with co-workers, regulatory agencies, other City departments, and the general public in a positive and productive manner. Steve has expressed a vision about the future development of the Port and Harbor that I believe is exciting and very proactive. I look forward to working with Steve in the years ahead and I hope the Council will join me in welcoming Steve to his new position.
