SUBJ: REAPPOINTMENT OF JOHN VELSKO TO THE PRINCE WILLIAM SOUND REGIONAL CITIZENS ADVISORY COUNCIL (PWSRCAC), APPOINTMENT OF RAY KRANICH TO THE HOMER ADVISORY PLANNING COMMISSION TO FILL THE BARTLETT VACANCY AND THE APPOINTMENT OF DAVE DURHAM TO THE ECONOMIC DEVELOPMENT DISTRICT TO FILL THE SWENNING VACANCY.

John Velsko was appointed to finish Paul McCollum's term on the PWSRCAC, this term expires Mid March. This reappointment will take effect in March and is for a two year term to expire Mid March 2007.

Tom Bartlett resigned his Commission, having moved out of state. The term on the Vacancy is July 1, 2007. Ray Kranich is appointed to fill this vacancy, and as was started by Mayor Cushing in 2004, the vacancy appointments will be for the remainder of the term rather than the first year of the vacancy. Mr. Kranich's term, therefore, will expire July 1, 2007. Mr. Kranich's Commissioner Data Sheet is attached.

Dave Durham, Welles Fargo, is appointed to fill the Swenning vacancy on the Economic Development District Board of Directors. Ms. Swenning's term was up December 31, 2004, therefore, Mr. Durham's term will be a full three year term and will expire December 31, 2007.

Rachel Livingston will serve as his alternate as well as Ann Marie Holen's alternate. This was suggested by Dee Gaddis, EDD Administrative and Programs Manager. Her term will run concurrent with Mr. Durhams' term.

RECOMMENDATION:

Confirm the Reappointment of John Velsko to the PWSRCAC, the Appointment of Ray Kranich to the Homer Advisory Planning Commission, the appointment of Dave Durham to the Kenai Peninsula Borough Economic Development District and the appointment of Rachel Livingston as Mr. Durham's alternate.
