Re:                   CIP List Development

It is time to start the process of identifying and prioritizing projects for inclusion in the 2006-2011 Capital Improvement Plan. This process involves the public, the Council, the Commissions, and local non-profit organizations and agencies.

 

The schedule proposed for development of the CIP for this year was formulated to allow more time for the City advisory commissions to provide input, with each commission having at least two chances to put the CIP on a meeting agenda. Final adoption of the CIP resolutions by the City Council is anticipated at the October 10, 2005 meeting. (New City Council members will have been elected at that point, but will not yet be voting.) I checked with the Alaska Department of Commerce, Community and Economic Development before devising this schedule to confirm that the state will not be soliciting proposals for Capital Project Matching Grants this fall. (Governor Murkowski eliminated funding for that program in 2004.) Without that October 1 deadline, we have more time to develop the CIP list.

 

Please find attached the City of Homer 2006-2011 Capital Improvement Planning Process and 2006 Legislative Request Development Schedule for your review. Council approval of this schedule is the first step in the CIP process.

 

RECOMMENDATION: Approve 2006-2011 CIP Schedule and Legislative Request Development Schedule.
