RE:                  Spit Parking Implementation Plan, Phase I

 

As background for Homer City Council consideration of Resolution 05-         regarding Spit Parking Implementation Plan, Phase I, Port and Harbor staff would like to offer the following for your review.

 

1)                 Port and Harbor Advisory Commission suggested that fee collection begin on the Saturday before Memorial Day, 2005 and end on Monday, Labor Day, 2005.  This reduction in the length of the fee collection term still encompasses the period of greatest congestion and should not result in a significant loss of revenue.

 

2)                 Two (2) to four (4) spaces per Ramp be reserved as a no fee loading zone to facilitate loading and unloading of gear and supplies for the boats.  This clarification addresses concerns of the Port and Harbor Advisory Commission and public testimony regarding short term, convenient access to reserved stalls.

 

3)                 Port and Harbor staff recommends that the fee structure be $5 per calendar day, 1 day limit, during this first season of implementation.  All other unimproved lots to remain free parking.  Public education and enforcement will be facilitated by this simplified, uniform plan.  Port and Harbor Department requested, but did not receive approval for two additional Harbor Assistant I (3 month season) to assist in record keeping and parking collections.  These will be additional duties for existing staff.  Shorter time limit parking and collection enforcement would be difficult to achieve.

 

4)                 As additional improvements are accomplished in subsequent years, prioritized consideration must be given to reserved stall lessees, our key customers.

 

Recommendation

 

Spit Parking Implementation Plan, Phase I be approved incorporating the changes outlined above.
