SUBJECT: Recommendation from the Homer Advisory Planning Commission for Comprehensive Plan Update and review and update of HCC Title 21.
At the regular meeting held on August 3, 2005
the Homer Advisory Planning Commission, by unanimous consent, recommended that
staff assist the Commission and City Council in initiating an update to the
Comprehensive Plan and Title 21.
The Homer Comprehensive Plan was updated in
part in 1999. The City has recently
completed work on the Nonmotorized Trails and Transportation Plan, the
Transportation Plan, and will soon be finished with the Town Center Development
Plan. All of these are considered
updates to portions of the Comprehensive Plan.
Since the 1999 update the City annexed new
areas. Additionally, comprehensive
plans should be reviewed and updated on a regular basis. The Homer Comprehensive Plan sets the direction
and vision for the community. An
updated plan, and a plan for the annexed areas is essential in this time of
growth.
Title 21 is one implementation tool for the
comprehensive plan. Staff suggests a
two-phase update. First a review to
remove inconsistencies and make corrections as needed. Second, after the comprehensive plan update
an extensive re-write, implementing appropriate recommendations of the
comprehensive plan.
Recommendation:
The Homer Advisory Planning Commission recommends an initiation of a comprehensive plan update and a review and rewrite of Homer City Code, Title 21, Zoning. Amended to read: The Council will take under advisement the initiation of the plan during the Budget Process if funds are available.
