SUBJECT:       ALASKA ASSOCIATION OF HARBORMASTERS AND PORT ADMINISTRATORS RESOLUTION 2005-01.

 

BACKGROUND:

 

The Alaska Association of Harbormasters and Port Administrators (AAHPA) is engaged in a multi-year effort asking the Alaska State legislature to provide maintenance and repair funds to local government owned harbors.  AAHPA Resolution 2004-01 and Homer City Council resolution 05-12A are attached for reference.  The most recent AAHPA Resolution 2005-01 differs from past resolutions in that it suggests this fund be established as a dollar to dollar match with the local government.  This structure was suggested by legislative representatives as a method to gather more wide spread legislative support.

 

Deferred maintenance repair and replacement costs of roughly $3.3 million have been identified in the Homer Small Boat Harbor.  State of Alaska assistance in funding these regional marine transportation costs would reduce the financial impact to the Port and Harbor Enterprise Fund.

 

The Port and Harbor Advisory Commission discussed AAHPA Resolution 2005-01 at its October 26, 2005 meeting. A motion was unanimously passed recommending that the Homer City Council continue to support AAHPA efforts to legislatively establish a statewide harbor maintenance fund.

 

RECOMMENDATION:

 

Please review attached information and consider a motion in support of AAHPA Resolution 2005-01.  This motion, if passed, will be sent with updated cost estimates to AAHPA in support of its legislative efforts.
