Allocation Plan 2005
The Port and Harbor Advisory Commission discussed Spit land allocation issues at its February 23, 2005 regular meeting. Agenda Item B under New Business.
The Commission made the following recommendations on lots currently available for lease:
1 Lot 49 to continue to be utilized for dredge material dewatering.
2 Lots 14 through 35 – RFP process should be delayed until the master parking plan and overslope development standards and issues are dealt with.
3 Lot 8D1 should be reserved for a marine fuel related business which would include a petroleum products tank farm and a pipeline out to the (expanded) Deep Water Dock. This lot to be RFP’d at the appropriate time for this type of marine support activity.
4 Lots 4 through 10 – RFP process should be delayed until the master parking plan is developed. The East Harbor expansion should be considered.
5 Lots 11 and 12 should be held in reserve to attract a container ship/barge operation and/or a Northern Dynasty type industrial support base operation to the Port of Homer. This should be a long term lease.
6 Lot 13 – continue its current use as gear storage and cargo staging for DWD cargo.
7 Tract 1A – no recommendations.
8 Barge Beaching Area – the Commission recommends against filling in the area with dredged materials. This idea may be revisited at a later date.
● In addition to these specific recommendations, Commission indicated that it remains important to allow for commercial fishing gear storage in an accessible area.
● Regarding overslope development the Commission moved this topic to an agenda item for the March 23, 2005 meeting. Discussion to include location, design and timing of overslope development, in general.
● Regarding Lots 10A and 12C recently advertised and receiving no bids, Commission will discuss and make a recommendation to the City Council at its March 23, 2005 meeting. Discussion to include 1) Short-term leases 2) Re-advertise? 3) Establishment of regular RFP schedule.
