Restrooms – Request for Additional Funding

As you are aware, we have been working since late last summer and through the winter constructing the new restroom facilities on the Spit at Ramp 6, Ramp 4 and at the top of the Load/Launch Ramp. The facilities are partially funded with grant monies from State of Alaska Department of Fish & Game with some additional funds from the Harbor Reserve Account. The total AK F&G grant funding for this project is $293,000.(for all three restroom facilities) and the Council approved $133,000 (for the Ramp 6 restroom). Total funding available is $426,000. As of February 18, 2005 we have expended a total of $429,134 (see detailed breakdown below).

The cost to complete
the restrooms is $59,000. This work
includes heating, hot water, plumbing, and misc. sidewalk/finishing work. AK F&G has indicated that an additional
$30-40,000 will be available to cover additional work completed.
Except for the
interior heating and plumbing work (which the State building inspector requires
be accomplished by journeyman plumbers), all additional labor will be
accomplished by Public Works crew. The
plumbing and heating work will be accomplished by a local contractors. All three restrooms will be heated
(year-round operation); have piped water and sewer (no long term holding tank
pumping costs); have hot water; will be handicapped accessible; and are
designed to be low maintenance.
Recommendation:
The City Council authorize an additional expenditure of $59,000 from the
Harbor Reserve Account to complete this project and authorize
requesting/accepting $40,000 in additional
grant funds from AK F&G to help cover cost to
complete.
