SUBJECT: FLOODPLAIN SCIENCE AND STRATEGIES CONFERENCE
We attended the Floodplain Science and Strategies Conference in Seward the 31st and 1st, along with Beth, Julie, and Lani from the Planning Division, one or two of our Planning Commissioners, and numerous elected and appointed officials from throughout the KPB. I've enclosed a pamphlet Addressing Your Community's Flood Problems - A Guide for Elected Officials for the Mayor and each Council Member (including the new one).
A lot of the Conference's focus was on Seward's problems, but Homer's were dealt with also. You'll recall the substantial floods we had in 2002 and in 2003 (100-year floods two years in a row). We were lucky in that DOT was graphically shown what was needed in the rebuilding of East End Road, which started in 2004. The information will also be useful as we complete work on the steep-slopes ordinance which has been in-process for lo these many years.
Last year's conference in Homer addressed coastal erosion, and I anticipate presentation to the Council of a DVD
summarizing that conference. I've suggested that next year's conference be in Soldotna, and I encourage attendance
by more Council Members.
