Award of Design and
Construction Inspection Contract

The Spruceview Road
LID was approved on September 13, 2004.
A field survey was completed early in 2005 and Public Works is ready to
initiate design. William Nelson and
Associates has provided a scope, schedule and cost to complete the remaining
work on this project. The attached
proposal is within the budget established for this project.
In 2003, William
Nelson and Associates completed the design and inspection of the Harrington
Heights Water and Sewer LID in this area.
They have completed the design and inspection of the Daybreeze
Subdivision water, sewer and road improvements immediately to the west of the Spruceview
Road LID. They have designed and will
provide inspection for the water main replacement in Bartlett immediately to
the east of the project area. They
designed and inspected the Fairview/Woodard Creek flood damage repair project
immediately upstream of the proposed new Spruceview/Woodard Creek
crossing. They have in-house structural
engineering capacity to design and inspect this crossing. They have successfully completed a
half-dozen design and inspection projects for the City in the last several
years. They are uniquely qualified to
complete the design and inspection of the Spruceview Road LID.
A second road LID
(Noview) is currently being formed immediately adjacent to the Spruceview Road
LID. The design and construction of
these additional road improvements can be done most cost effectively if
completed together. No design work will
be completed for the Noview project until it has been formally approved by the
Council. Separate notices to proceed will
be issued.
Recommendation: The Council should award the
design and inspection of the Spruceview Road LID/Noview Road LID projects to
William Nelson and Associates in the amount of $81, 908.
After this
construction season, Public Works will prepare a new RFP for the design,
inspection and surveying for water, sewer and road projects; evaluate the
qualifications of any new firms; and establish new contracts with the most
qualified firms for the next few construction seasons. (William Nelson and Associates was found to
be the most qualified during the last RFP process).
