TO: MAYOR HORNADAY AND HOMER CITY COUNCIL
THRU: WALT WREDE, CITY MANAGER
FROM: BETH MCKIBBEN, CITY PLANNER
DATE: May 3, 2005
SUBJECT: Amendment to 21.59 Bridge Creek Watershed Protection District
The Homer Advisory Planning Commission held
two public hearings on proposed amendments to HCC 21.59 – Bridge Creek
Watershed Protection District. The
hearings were held on March 2, 2005 and April 20, 2005. City Attorney Tans has reviewed the proposed
amendments.
If adopted the amendments will no longer
require that gravel driveways and walkways be calculated as 100% impervious,
but will instead allow the impervious percentage to be reduced with an approved
mitigation plan. Additionally, lots up
2.5 acres will be able to submit a mitigation plan to increase the impervious
area allowance up to 6.4% from 4.2%.
Currently only lots 2 acres or less are able to submit such a mitigation
plan.
Recommendation:
The Homer Advisory Planning Commission
recommends the Homer City Council adopt the ordinance.
