Re:     Homer Emergency Operations Plan (Disaster Plan) Rewrite

We just received the proposal from Nuka Research & Planning Group for the complete revision of the City of Homer Emergency Operations Plan (EOP). It is my recommendation that the City award the contract to Nuka based on their existing knowledge of the Kenai Peninsula and work they have already completed in developing a template for the emergency operation planning being recommended by the Borough Office of Emergency Management.

As the City of Homer budgeted up to $20,000 for this purpose ($16,000 of which is reimbursable by the Borough) and the cost proposal from Nuka is $15,950 leaving the remainder for EOP printing and distribution. It is my opinion that Nuka has the expertise to complete this project as proposed by the end of the year. In addition, as part of the original RFP submitted, Nuka has also agreed to (included in the cost proposal) to develop Field Operation Guides for each city department including: Fire, Police, Port & Harbor, Public Works, Planning, Finance, Administration, and Library. These Field Guides will be the actual work-practices documents of the EOP and will direct each department in specific emergency procedures for each identified risk to Homer. In addition to the planning documents, Nuka will also provide training for the departments on the EOP and each Annex/Field Guide. This training will also include a table-top exercise to allow the various departments practical hands-on uses of the documents.
