SUBJ: TRAVEL AUTHORIZATION FOR ELECTED AND OTHER CITY OFFICIALS FOR
THE 56TH ANNUAL ALASKA MUNICIPAL LEAGUE (AML), LOCAL GOVERNMENT
CONFERENCE WEEK, NOVEMBER 11 - 17, 2006, TO BE HELD IN JUNEAU.
The City of Homer Procurement Policy and Procedures Manual, sets for the procedure for Travel
Authorization for Mayor, Council and City Manager and other City Officials, etc. Travel
authorization is required for trips exceeding $250 total estimated cost.
This authorization request is for the Mayor, Councilmembers, City Manager, City Clerks Office
and Department Heads to attend the Travel 56th Annual AML Local Government Conference
Week, November 11 - 17, 2006, to be held in Juneau.
Conference fees: Newly Elected Officials Seminar is $200.00, Conference is $300.00, both are
$450.00. or Daily attendance is $175.00. Alaska Association of Municipal Clerks Advanced
Academy is $375.00.
Round Trip Air fare is approximately $500.00 m/l out of Homer as of September 19, 2006.
Room rates are approximately $104 per night plus tax. Per diem is $53.00 per day, for three
meals. POV rate, pursuant to the Procurement Manual, is $0.445 per mile and 4.3
(B)(1)(h)"transportation-limit the reimbursement amount for use of personal vehicle to no more
than the cost charged by commercial carrier for the same trip, including rental cars."
RECOMMENDATION:
Approve the requested authorization.
Fiscal Note: Mayor and Council: 2006 Budget: 100.100.5236, Transportation: $6,500.00
budgeted; 100.100.5237, Subsistence: $4,500.00 budgeted; 100.100.5235, Membership/Dues:
$7,000.00 budgeted.
