Selection Recommendations
Public Works
received seven proposals in response to the City’s request for proposal
(RFP). The review committee evaluated
the proposals and ranked them based on the criteria set forth in the RFP. Bristol Environmental and Engineering Services Corp. (BEESC), Anchorage;
and Nelson and Associates (Nelson), Kenai were determined to be the most
qualified.
Both firms have
successfully completed water and sewer design for the City. Public Works believes that having both firms
under contract would be in the City’s best interest. BEESC is a large Anchorage firm that can bring significant
resources to large complex projects.
Nelson is a small “local” firm that can deliver cost-effective service
on our smaller projects.
A term contract is a
contact that establishes labor and overhead rates; and general contractual
conditions for all work awarded to the firm. As each project is created; a
scope, schedule and budget is established (in the form of a task order). Each task (project) is awarded separately.
Public Works expects to ask for City Council approval before execution of the
term contracts and each subsequent task order.
The first task order
will be the design of Kachemak Drive Water and Sewer, Phase II.
Recommendation: The Council approve the selection of these two firms and authorize the City Manager to prepare term contracts with each firm.
