Subject: Homer Comprehensive Plan Update

Consultant Selection Recommendation

Three proposals where received in response to the City’s request for proposal (RFP) to update the Comprehensive Plan. The review committee evaluated the proposals and ranked them based on the criteria set forth in the RFP.

The proposal was submitted with a budget of $81,362. The review committee expressed a desire to see some additional money towards the economic portion of the project. The recommended contract award is for $86,082. The project schedule will be refined with the development of the contract. However, the project is expected to take 13 months to complete through to the approval process.

Recommendation: The Council award the Homer Comprehensive Plan Update contract to Agnew::Beck, 441 West Fifth Avenue, Suite 202, Anchorage, Alaska 99501. Authorize the City Manager to negotiate a final work scope, schedule and budget and present the contract to the Council for contract signature authorization.
