The Road Standards Committee (RDC) History:

Began in 1984, via resolution 84-81 The Road Standards Steering Committee, and was extended March 1985. Seven member committee: Designations: contractor, developer, engineer, surveyor, Planing Commission, General Public and advisory staff.

Reinstated in 1986, via Resolution 86-68: Five member committee: Designation: Public Works Director, City Council, Contractor, Engineer, Planning Commissioner.

Lots of work on the Homer Accelerated Roads Program (HARP)

Sales tax approved for the HARP October 1987

Reinstated as the Road Standards Committee in 1989. Three member committee made up of Councilmembers with one a possible outgoing Councilmember if approved by Council. Advisory non voting members: City Clerk, City Manager, Finance Director and Public Works Director.

City Clerk was the staff person that put together the RSC packet, did their research and compiled the minutes.

The Road Standards Committee is a Standing Committee and is advisory to the City Council. made and

The Mayor appoints the RSC members and the Council confirms.

General Make up of the Committee has been, at least one current Councilmember, if not three and one person with the history of RSC issues, such as HARP. In 2001 an individual from the road construction world was added at the Mayor behest and in 2003 a Planning Commissioner was added at the behest of the Mayor. The RSC has generally been a three member Committee, in 2003 it became a four member Committee.

Economic Development Commission (EDC) History:

Established via Resolution 92-57(A) for the term of one year.

Extended via Resolution 93-44 for one year, to expire June 1, 1944.

Became a full Commission via Ordinance 93-15(S).

Inactivated January 24, 2000 at EDC request on January 11, 2000. No formal action taken by Council.

*****The Ordinance should be amended. The Overall Economic Development Plan (OEDP) has been changed to the Comprehensive Economic Development Strategy (CEDS).

EDC except of Council Meeting on January 24, 2000: The Mayor and Council discussed the EDC''s request to be inactive until such time as staff support can be provided. It was noted that the Commission currently has staff support for meetings and such, but they are asking for a full time person. Council discussed the aspects of this Commission's duties and that they need clear direction regarding their purpose and duties. Some disappointment regarding the inactive request was expressed. The Council stated that this commission is a vital and important part of the City structure with particular reference to the business community input. All Commissions are advisory to the Council and the Council must weigh recommendations in the light of the overall picture and good for the City. At budget time many cuts were made, it was not feasible to fund a new position and funding was provided for the EDC to work with the Chamber of Commerce. It was suggested that the EDC and other Commissions be formally tasked with specific projects and issues.

General Make up of the Commission:

1992 Commissioners: Jeff Murphy, Jonathan Faulkner, Lynda Haynes, Elizabeth Parmley, Angie Newby, Dave Derry and Pat Sumpter. (Business people from various entities) No specific designation to seats.

1993 Commissioners: Luke Welles, Jeff Murphy, Dave Derry, Jon Faulkner, Angie Newby, John Fenske, Jonathan Wish.

Council consulting member Mike McHone

Consulting Member as required by the USDA with regard to the OEDP, May 24, 1993 a member to the Commission was appointed from the USDA, Gene Wheeler.

Later Kurt Marquardt was appointed as the Council consulting member.

1998 Commissioner makeup changed slightly: Don Mack, Sara Jackinsky, Joni Whitmore, Melvyn Strydom, Michael Hawfield. Jeff Murphy, Larry Reinsch. Councilmember was Luke Welles and USDA still Gene Wheeler.

There were a few changes prior to inactivation.

1.78.010 Commission--Creation and membership. a. There is created the City of Homer Economic Development Advisory Commission, referred to in this chapter as the Commission. Such Commission will be made up of seven members, who shall be nominated by the Mayor and confirmed by the City Council. A minimum of five commissioners shall reside within the corporate limits of the City of Homer and shall be registered voters in the Kenai Peninsula Borough or the City of Homer.

b. A Chairman and Vice-Chairman of the Commission shall be selected annually and shall be appointed from and by the appointive members.

c. The Mayor, the City Manager, and one Councilmember shall serve as consulting members of the Commission in addition to the seven appointive members, and may attend and participate in all meetings as consultants, but shall have no vote. (Ord. 93-15(S)(A), 1993)

1.78.020 Terms of members. a. Voting members of the Commission shall be appointed for three year terms. Terms shall be staggered.

1. Three members shall be appointed for three year terms.

2. Two members shall be appointed for two year terms.

3. Two members shall be appointed for one year terms.

b. Any Commissioner who shall have two successive unexcused absences shall be subject to removal by the Commission by a majority vote of the members present. (Ord. 93-15(S)(A), 1993.)

1.78.030 Proceedings of the Commission. The Commission shall meet regularly once a month, and at the call of the Chairman. Permanent records or minutes shall be kept of the vote of each member upon every question. Every decision of finding shall immediately be filed in the office of the City Clerk, and shall be a public record open to inspection by any person. Every decision of finding shall be directed to the City Council at the earliest possible date.(Ord. 93-15(S)(A), 1993.)

1.78.040 Duties and responsibilities of the Commission.

a. It shall be the duty of the Commission to act in an advisory capacity to the City Manager and the City Council on the overall economic development planning for the City of Homer. The Overall Economic Development Plan was adopted by the City Council on April 26, 1993. Further duties shall include:

b. Revisions, amendments and extensions of the Overall Economic Development Plan (OEDP) which may be adopted by the City Council after consideration and report by the Commission.

c. Provide continued review and evaluation of the OEDP.

d. Supervise and monitor the implementation of the OEDP.

e. Collect and analyze data to evaluate existing City of Homer resources.

f. Formulate and develop the overall long range economic development goals of the residents of the City of Homer through public hearing process.

g. Identify specific alternatives or projects to accomplish the City's objectives.

h. Recommend priorities for the projects or alternatives.

i. Promote public interest in overall economic development.

j. Make inquiries regarding matters related to Economic Development.

k. Commission may take part in activities with the Chamber of Commerce, Kenai Peninsula Borough Economic Development District, and Kenai Peninsula Borough Tourism Marketing Council upon the approval of the Council.

l. Commission should provide a representative for the KPB Economic Development District Board.

m. Any recommendation the Commission may have regarding economic development is to be directed to the City Council through the City Manager or the recommendations of the Commission concerning policy issues shall be sent directly to the Council upon request of the Commission.

n. The commission shall consider any specific proposal, problem or project as directed by the City Council and any report or recommendations thereon shall be made directly to the Council, unless otherwise directed by the Council.

o. The City Council may at a future date expand or withdraw duties and responsibilities of the Commission. (Ord. 93-15(S)(A)).

PORT AND HARBOR COMMISSION

Terms expire February 1 of term year. Terms up in 2006 are Sean Martin - non resident, Melvyn Strydom - resident. Mr. Martin has submitted a written request to be reappointed.



City Council Operating Manual

Appointment to Board & Commissions

City Advisory board and commission appointments are made by the Mayor upon confirmation by the Council. Appointment of a City representative on a board, commission, etc., that is not advisory to the City is made by the Council. The Mayor will notify Council of vacancy and appointment at the next regular meeting if not sooner. Data information sheets will be on file in the City Clerk's office for those considered for appointment. The Mayor will submit a list the names of those considered to the City Council. Representation of a wide community cross-section is desirable on the commissions and boards. Replacements for vacancies may be recommended by the appropriate Commission or Board.

Homer City Code

1.40.020 Boards and commissions. Boards and commissions may be created or abolished by Council action. The number of members of each board or commission, their terms of office and purpose for which they are created shall be determined by resolution of the City Council or by ordinance.Appointment and removal of the members of boards and commissions shall be by recommendation of the Mayor and confirmation of such action by the Council, except as may otherwise be specifically provided for in the Statutes of the State of Alaska and/or under other provisions of the City Code. In addition to the voting members of the board or commission the Mayor may appoint honorary members of the board or commission, subject to confirmation by the City Council. The honorary members terms are to be determined at the time of appointment. Honorary members of the board or commission may participate in the deliberations of the board or commission, but may not vote, nor shall they be counted in determining whether a quorum is present. (Ord. 92-30(S)(A), 1992; prior code section 3-400.2).

Alaska Statute 29

AS 29.20.320, Other boards and commissions. a. The governing body may be ordinance establish advisory, administrative, technical, or quasi-judicial boards and commissions. b. Members of boards and commissions, except for members of the board of adjustment and assembly members serving on the board of equalization, are appointed by the Mayor and confirmed by the governing body.
