SUBJ: TRAVEL AUTHORIZATION FOR MAYOR OR MAYOR PRO TEMPORE TO GO TO DC FOR NLC CONFERENCE MARCH 11- 15 FOR COUNCILMEMBER SHADLE.

Council approved the City's membership in the National League of Cities (NLC) and appointed Councilmember Shadle as the City representative. Councilmember Shadle is unable to attend the March conference in D.C. due to his wife's delivery date being the same time.

The City of Homer Procurement Policy and Procedures Manual, page 50, sets for the procedure for Travel Authorization for Mayor, Council and City Manager. Travel authorization is required for trips exceeding $250 total estimated cost.

This authorization request is for the Mayor or Mayor Pro Tempore to attend the National League of Cities Conference in Washington D.C. March 11-15, 2006 and to include lobbying efforts of Congressional Delegation, Staff, etcetera.

Round Trip Air fare is approximately $1,500.00 as of February 22, 2006. Room rates areapproximately $150 per night. Per diem is $53.00 per day, for three meals. POV rate, pursuant to the Procurement Manual, is $0.445 per mile and 4.3 (B)(1)(h)"transportation-limit the reimbursement amount for use of personal vehicle to no more than the cost charged by commercial carrier for the same trip, including rental cars."

RECOMMENDATION:

Approve the requested authorization.

Fiscal Note: Mayor and Council: 2006 Budget: 100.100.5236, Transportation: $6,500.00 and100.100.5237, Subsistence: $4,500.00, and 100.100.5235, Membership/Fees/Dues - for AML etc.: $7,000.00.
